This doll is a handmade artist doll from the 1970's, by doll manufacturer Hedler in Arnstadt, East Germany (former DDR). Many Hedler dolls were inspired by the dolls of the miniature town 'Mon Plaisir' of Princess Auguste Dorothea of Schwarzburg-Arnstadt (1666–1751).
This is Till Eulenspiegel sitting on a velvet cushion. You can find more info about him here. He has a cloth over wire frame body, stockinette face. His eyes are tiny black beads, eyebrows and eyelashes are painted on, his mouth is stitched on. He has cut-out leather hands.
